Is it possible to runn STP on another vendor's Centryl Station?

Simply: No!

STP uses the ZIMO feature of location based information. As the prototype stops on front of a red signal independent of loco numbers, STP stops any loco number on a specific section. This is done via extra information which is included in the DCC data stream.

This functionality requires a HW which is able to do this.
